I'll tell you how to do it using your example. Select your white background w/the lasso tool or magic wand tool, and go to Edit %26gt; Paste Into (assuming you already copied the pic you want transferred to the white background). Open or create blank white background. Open or create NYC. Select NYC with lasso tool. Edit %26gt; Copy. Click once on white background, Edit %26gt; Paste. Use the Move tool, press V, to reposition and/or resize NYC. If resizing, click on corner handle, press and hold the Shift key, and drag the corner.
