Photoshop isn't really the best for doing pageant retouching. The brushes aren't really fine enough to touch up things like eyelashes or really even to get a good grasp on hair unless you've had extensive training in photoshop and graphics manipulation.
That said, you're gonna want to just invest in a good book on photoshopping or even an enrichment course at your community college on graphics manipulation.
