In Adobe Photoshop Elements I was wondering if in a scanned picture I can resize certain parts of the picture?

So if I think that some part of a drawing is a little off, unproportionate, then can I, using Photoshop Elements 2.0 resize this part of the drawing, if so how?

There should be no reason that the scan is not proportional to the original. Duplicate the Background layer. Then focused on that layer, use the Transformation Tool to resize only that layer. Tip, reduce the opacity so you can see the Background layer below. When finished, erase the parts outside of the part you wanted resized.
