Photoshop: How do you create a shape/path with specific measurements?

Okay...might not be the best place to ask this question but I'm having a hard time finding the answer. Basically, in Photoshop you can create shape vectors visually and then use Transform-Scale if the shape needs to be resized. My shape needs to be pixel measured exactly, but the Scale only lets you scale by percentage and not actual pixels. So how can I create a shape that has exact pixel dimensions?Photoshop: How do you create a shape/path with specific measurements?
You are on the right track. When you transform-scale your shape vectors just erase the percent value and type in the value you want in pixels (i.e. erase 100% and type 400px).

If you set your measurement type to Pixels from Inches, then open your info palette, you should be able to draw the shape to an exact pixel dimension by just watching the X/Y numbers.
